Thousand Twenty Four     Two years later Mayor Satya Rhodes Conway touted energy efficiency upgrades and emissions reductions at those same apartments prior to another round of severe storms    A month before major storms set off tornado sirens and brought baseball  size hail to Madison  the kind of weather extremes linked to climate change  Mayor Satya Rhodes Conway touted the involvement of Madison in a residential building energy savings program designed to reduce emissions and cut down on utility costs for lower income renters    Last year the program reduced the environmental impact of Sixty total housing units across Eleven multifamily buildings in Madison Rhodes Conway said    One four unit building near Badger Road saw a drop in energy use of Forty Two Percent with upgrades that included air sealing insulation boiler repair more efficient appliances and better ventilation    When we make these improvements to buildings we are  reducing the amount of climate pollution that they put out into the atmosphere because of the reduction in energy usage the mayor said    There was just one problem    The city she said had received applications to cover upgrades for nearly seven times that many units more than local coffers could cover in a single year    But in a Two Thousand Twenty Five  memo citing concerns about using federal resources to advance Marxist equity transgenderism and green new deal social engineering policies the Trump administration said it was freezing a vast swath of congressionally authorized spending including a Twenty Million Dollar grant of Wisconsin less than two years after the City Council unanimously adopted the Two Thousand Twenty Four  Sustainability Plan     The plan an update on the Two Thousand Eleven climate roadmap for Madison included targets for net zero carbon emissions for city operations by Two Thousand Thirty and for the community by Two Thousand Fifty    City staff released the first progress report for the sustainability plan this spring detailing efforts to curb emissions as well as provide for cleaner water and healthier ecosystems reduce waste create a vibrant green economy and more resilient infrastructure and offer more housing and sustainable transportation    The report highlighted success stories including in building energy savings and weaning the Madison vehicle fleet off of fossil fuels    Other areas like creating a green economy have seen less progress according to the Madison self-assessment    But the report and surrounding discussions also depicted a city trying to navigate the tension between a global problem and local realities as the city leaders of Madison try to implement a sweeping climate plan under a limited budget state restrictions and national headwinds    Sustainability Plan Presser Mayor Satya Rhodes Conway laments the loss of federal funding for local climate initiatives at a press conference this spring    In an interview reflecting on the climate initiatives of Madison Rhodes  Conway said city operations are now powered by roughly Eighty Three Percent renewable energy sources and are on track to reach its net zero goal by Two Thousand Thirty    There is a pathway and I think that we can the two term mayor said    It will be close but I think we can achieve it    Rhodes Conway made climate policy a key part of her campaign for reelection in Two Thousand Twenty Three    She has not announced whether she will seek a third four year term next spring    One area of experimentation and success has been weaning the vehicle fleet of Madison off of fossil fuels    The city has converted much of its light  and medium duty fleet to electric vehicles or hybrids and is piloting the use of heavy duty EVs including two electric garbage trucks named Vin No Diesel and Trash Gordon through a public contest    And while Fleet Division supervisor Rachel Darken told the City Council this spring that the technology for heavy duty EVs is not quite where we need it for cold weather climates a several years long testing process of biodiesel and renewable diesel has allowed the department to find a fuel blend to operate its vehicles without fossil fuels down to zero degrees    This is going to be the backbone of our winter fuel program Darken said    Going forward we will be able to increase that percentage of renewable diesel in the warmer months and get more bang for our buck    The alternative fuels and use of EVs and hybrids reduced the carbon footprint of Madison by Five million pounds of carbon dioxide last year Darken said equivalent to the amount of heat trapping CO2 pumped out by Forty Hundred Seventy Three homes in a full year according to the EPA greenhouse gas calculator     Much of the initial effort of Madison has gone into reducing emissions from city buildings    Roughly half of greenhouse gas emissions from city operations come from building and facilities use according to Two Thousand Eighteen and Two Thousand Twenty Two emissions studies     In January the City Council passed a resolution requiring new city buildings to be designed and constructed according to LEED Gold sustainability standards while any renovations must receive LEED Silver certification    City staff members are conducting efficiency upgrades to reduce energy use and the City Council recently approved a contract for a decarbonization assessment of all city buildings over the next nine months    The Madison solar capacity has grown in recent years and is projected to grow further to power the roughly 5 million square feet of city owned properties    In Two Thousand Twenty Four  municipal solar capacity was just over Two megawatts    Last year that increased to just under Three megawatts with growth to Eight megawatts expected by Two Thousand Thirty One    The increased solar power which equates to the total electrical use in over Thirteen Hundred homes according to one industry estimate would replace natural gas use    The industry has changed    The technology has changed for the better city building design project manager Jon Evans said this spring    There is  economies of scale in solar now    The focus on building emissions is increasingly extending to private properties as the city ramps up implementation of its Building Energy Savings program  passed by the City Council three years ago    The program requires owners of large commercial buildings to measure and report energy use to the city once a year    Some buildings must undergo a tuneup every four years to reduce energy use    The first tuneup is required this year for commercial buildings over One Hundred Thousand square feet and buildings between Fifty Thousand and Ninety Nine Thousand Nine Hundred Ninety Nine square feet must get tuneups next year    So far the city has reported Ninety Two Percent compliance with the new rules and has completed a tuneup of its own buildings    Studies in Two Thousand Eighteen and Two Thousand Twenty Two found commercial energy accounted for roughly Forty Five Percent of greenhouse gas emissions across all of Madison with transportation emissions accounting for Twenty Eight Percent residential energy Twenty Percent and industrial energy another Four Percent    Gregg May a sustainability coordinator for the city called commercial energy savings the lowest hanging fruit and the biggest contributor in Madison to climate change with Fourteen Percent of buildings accounting for Sixty Six Percent of commercial energy usage    We think that this program can help save Ten Percent to Fifteen Percent energy for commercial buildings so that is   a Ten Percent to Fifteen Percent reduction in carbon emissions but also money saved from building owners that is   not spent on energy May said during a City Council discussion this spring    City policies both internally and for the community are part of a general three pronged Madison in particular is filling the gap where the federal government is abdicating its responsibilities    But city leaders say federal hostility to climate initiatives is not the only obstacle to meet their climate goals    State funding levels as well as laws limiting what cities like Madison can do are key factors too    Rhodes Conway said she is grateful Wisconsin lawmakers increased state funding to local governments in the current budget but that the city remains too reliant on property taxes for revenue which impedes climate action    We could do more if we had other sources of funding    Even if for example the levy limit was lifted we still could not do enough because it is   not fair to put all of that on the property tax    We need the ability to have other sources of funding she said    West side Ald    Regina Vidaver also lamented a lack of private funding opportunities to make up at least some of what has been lost at the state and federal levels    We have to figure out are there other sources of funding? she said    Philanthropy has not really come through too much in the climate goal space    The situation has forced city leaders to look at ways of pooling their resources with other climate minded communities    The city is part of a Dane County sustainability coalition  as well as the Wisconsin Local Government Climate Coalition which look at opportunities like shared grants or joint advocacy at the state government level Price said    On the regulatory side Price Rhodes Conway and Vidaver all pointed to a Wisconsin law prohibiting communities from enacting stricter building codes as a major obstacle    Additionally a Two Thousand Twenty Three state law prohibits cities from requiring developers to install EV charging stations at private facilities while a ban on regional transit authorities has made establishing and financing bus or rail service in and around Dane County more difficult    The fact that we cannot have a regional transit authority really constrains our ability to provide the level of transit that I think our community would use Rhodes Conway said    Bus Charging       Madison ranked first among mid sized cities and Twenty First overall in the American Council for an Energy Efficient Economy Two Thousand Twenty Four  scorecard    Murkier ways forward  The city still has more steps to take on its internal policies to reduce its greenhouse gas footprint in the next four years    Among them is a reevaluation of its policies for replacing equipment that is   reaching the end of its life with more sustainable options something Price said is in the works    But advocates and city leaders say far more work is needed to reach the goal of net zero emissions community wide by Two Thousand Fifty    With roughly Twenty Eight Percent of community wide greenhouse gas emissions coming from transportation leaders and activists see the sector as a particularly thorny topic even with Metro Transit of Madison shifting toward hybrid and electric buses    Vidaver said residents replacing two or three car trips a month with bus rides bike rides or a walk would go a long way as could extending Metro bus service to Oregon and Stoughton    I think from the city side we really are on track to do pretty much everything that we can    I think it is   more about how do we bring the public along? she said    Roark from One Thousand Friends of Wisconsin said reducing transportation

emissions will require significant alterations to land use patterns including a major rejiggering of transportation infrastructure that for decades has made driving a car the only viable option for most people to get around    When the roadways are wider when the parking lots are huge when it is   really hard to walk from a parking spot across the street to another store when it is   hard to walk or take the bus from getting to your house to work all of these things they compound Roark said    Rhodes Conway said city planning efforts including an emphasis on infill development have begun to turn the boat on creating more complete dense walkable neighborhoods with aligned transit options to support residents making different transportation decisions    There is  always more to do but I do think that we have shifted the curve    We are  headed in the right direction she said    That is another sort of fundamental aspect of sustainability How are we arranging the built environment that allows people to live more sustainable lives? Achieving a more sustainable city Roark said will require people to be open minded    We have to open our minds more to a change in lifestyle a change in business a change in how a city looks a change in who our neighbors are    We have to welcome the change he said    That is a huge barrier that we need to continually try to chip away at    Even the use of biofuels and renewable diesel a source of significant decarbonization is posing challenges    While alternative fuels are cheaper and more abundant on the East and West coasts few sources exist in the Midwest leading to higher costs    Darken said the city budget this year included enough cushion for those costs but the city aims to build a coalition of demand to reduce prices    The city and University of Wisconsin Madison entered into a joint pilot program this month for renewable diesel use in university garbage trucks to build market leverage    In the progress report of Madison on its sustainability plan this year the city awarded itself a One out of Five on supporting private green business and service development    Vidaver said the planned Dane County sustainability campus  which aims to attract reuse repair and recycling businesses would be a huge plus on promoting a greener economy and the city could leverage its loans to promote green business growth    One such loan Two point Eight Million Dollars in tax increment financing toward the development of a potential nuclear fusion energy research facility on the former Oscar Meyer site  just passed the City Council and could be the type of investment that could pay dividends both for business and the environment Zach Brandon president of the Greater Madison Chamber of Commerce said    There are Fifty or so of these companies in the world in this race to bring fusion energy to the market and we have three here Brandon said    That is   an outsized economic opportunity    If we get it right and if we are the place or even just one of the places we are  talking about transformational impact not just for the world but for the economy of this region    The initial efforts of Madison toward incentivizing cheaper renewable diesel purchasing could also serve as a model alongside green job training programs particularly in the trades Rhodes Conway said    It is about leveraging primarily our purchasing power and our ability to work with partners to try and push the market she said    City staff members plan to conduct another citywide emissions inventory this year to track their progress toward a more sustainable city and to provide a new baseline for future policymaking efforts    We are  trying to be ready for the world in which climate change is worse Rhodes Conway said    I want to know that we have done everything we can to mitigate that but also to make our community more resilient so we are  ready for it

Fourteen natural gas water heater with a heat pump water heater    At first the decision looked easy    Silicon Valley Clean Energy was offering a large rebate  and with stacked incentives the total could be about Four Thousand Dollars    A contractor estimated that a Sixty Five gallon heat pump water heater could cost about Five Thousand Seven Hundred Dollars before rebates and about One Thousand Seven Hundred Dollars after rebates    That sounded attractive    My existing Thirty Eight gallon Rheem natural gas tank still works well but it is about Twelve years old    A normal replacement with another gas water heater may cost around the same out of pocket    So why not use the rebate and upgrade? After looking deeper I decided not to    This is not because heat pump water heaters are bad    They can be excellent in the right home    But rebates alone do not make a project smart    Homeowners need to look at the full system electrical capacity Pacific Gas and Electric rates hot water performance installation complexity future flexibility and emergency resilience    My first issue was electrical capacity    My house has an older One Hundred amp main panel    The stronger Two Hundred Forty volt heat pump model would offer better hot water recovery and better efficiency    But adding another Two Hundred Forty volt appliance to a One Hundred amp home can create load calculation concerns and reduce future flexibility    The easier alternative was a One Hundred Twenty volt plug in heat pump water heater    That avoids major electrical work and protects panel capacity    But it is also a compromise    It generally has slower recovery than the Two Hundred Forty volt model and relies more on a larger tank higher storage temperature and a mixing valve    That may work for many families    But it is not the same as a gas water heater or a full 240 volt hybrid unit    The second issue was utility cost    Heat pump water heaters are efficient but in California electricity is expensive    Compared with an old electric resistance water heater the savings can be large   

Compared with a natural gas water heater the savings are much less certain    For my situation the One Hundred Twenty volt model could use more electricity than the Two Hundred Forty volt model    If it reheats during expensive P G and E peak hours the monthly savings could shrink or even disappear    To make the numbers work the heater would need to be managed around time of use rates    That is not impossible    But it is not the simple rebate equals savings story many homeowners hear    The third issue was resilience    My current gas water heater can likely provide hot water during a power outage    A heat pump water heater cannot operate without electricity    In a region where many families are thinking more seriously about backup power and emergency readiness that matters    So I decided to let the rebate go    My current water heater still works    My One Hundred amp panel makes the best heat pump option less simple    The easier One Hundred Twenty volt option is a compromise    P G and E rates make bill savings uncertain    And my gas unit still provides some outage resilience    The lesson is not that homeowners should reject heat pumps    The lesson is that incentive programs should help homeowners make better decisions not just faster decisions    A rebate lowers the purchase price    It does not answer the full question    Does the appliance fit the home? Does the electrical panel support it? Will P G and E rates actually produce savings? Will the family have enough hot water? What happens during an outage? Will the homeowner need a costly panel upgrade? In San Mateo a study of Nine low income homes showed that every one of them could be electrified on One Hundred A and many online guides show you how    Since his current tank is only Thirty Eight gallons his needs are modest and a One Hundred Twenty V heater should work fine and still cost a lot less than a gas water heater    SVCE peak hours are only Five hours a day and heat pumps are programmed to run the other Nineteen hours    SVCE also calculated that a typical heat pump water heater will save about Two Hundred Thirty Dollars per year on utility bills    Not to mention that heat pumps last about twice as long as gas water heaters so the long term savings are substantial    He also worries about power outages    Well almost any new gas water heater will have an electric ignition so also will not work in a power outage    But a modern tank will keep water hot for several days and most power outages in the past few years are only a few hours so this is really not something to worry about    So I say Go for it!    With the current huge rebates which will not last forever and an old tank that could fail and flood at any moment it is   a great time to future proof his water heating save money and contribute to a better environment for everyone    Reply Three    Jen June 15 2026       I got my heat pump water heater on a One Hundred A panel just fine    My first installer tried to scam me into getting expensive panel upgrade but I did my research online and got a second installer who not only

I live in an old house in San Francisco SF built before the Nineteen Oh Six earthquake that has an updated One Hundred amp electrical service    We installed a Two Hundred Forty volt Sixty Five gallon heat pump water heater nearly Five years ago with no electrical issues at all other than having to add a new circuit    We have done no time of day usage management and our P G and E bill subsequently went down a bit    And why would you require savings to make the switch anyway breakeven is not enough?         People who rent their homes or do not have enough money to make major upgrades to their homes have for many years been left out of a major shift in heating and cooling technology that can improve efficiency save money and be better for the global climate heat pumps    Heating and cooling buildings consumes Thirty Five Percent of all the energy used in the United States each year    Many homes and businesses are converting their fossil fuel powered heating and cooling systems to electric powered heat pumps which use electricity not to generate hot or cold air but to move heat into spaces needing warmth and out of spaces needing cooling    Until recently that process has required a significant amount of sizable and expensive equipment to be permanently installed in a building which needs a professional contractor and can cost as much as Ten Thousand Dollars  just for the installation  in addition to the actual equipment    Often called mini splits these systems becoming available in the U S    Much like a window air conditioner these self-contained devices can be installed without professional help and plugged into a wall outlet    Unlike window air conditioners though they can provide heat as well as cooling    They cost much less than a permanent system  between Three and Four Thousand Dollars and can be moved to a new property if the owner relocates    There are not many options commercially available yet and those on the market cannot heat or cool very large spaces on their own    And they work less efficiently when heating homes in places with extremely cold outdoor temperatures    A few models are available on the market that are even cheaper but they do not have efficiency ratings do not work when outdoor temperatures are very cold and are louder when running    I have designed and evaluated a wide range of building energy efficiency technologies here is  how these window heat pumps work and why they may allow apartment dwellers and residents of older houses to easily and relatively inexpensively make significant improvements to the heating and cooling systems of their homes    Federal subsidies for this type of equipment expired in Two Thousand Twenty Five  but some utility companies states and local governments may still offer money to help pay the costs    Moving heat from one place to another Heat pumps use a reversible refrigeration cycle and can provide similar heating and cooling as electric powered space heaters furnaces and baseboard heaters while using less than half the electricity     The most common heat pumps transfer heat between air indoors and outdoors but other systems can exchange heat with the ground or with bodies of water such as lakes    An explanation of how air source heat pumps work    Capacities of Heat Pumps are defined by the amount of heat they can transfer in a particular period of time    A heat pump serving an entire home may need a capacity of Twelve to Sixty Thousand British thermal units about Twelve Thousand Six Hundred Sixty to Sixty Three Thousand Three Hundred kilojoules  but the capacities of Heat Pump window units are much lower getting up to only about Nine Thousand British Thermal Units  or Nine Thousand Five Hundred kilojoules    Performance varies based on the conditions outdoors where the unit is either sending excess heat to cool the indoors or gathering heat to warm the indoors    In cooling mode heat pumps are rated by their seasonal energy efficiency ratio a figure that indicates how much cooling is achieved per unit of electricity used    The corresponding measurement for heating is called heating seasonal performance factor    In general the larger these numbers are the better they will perform    The U   S    Department of Energy has established minimum standards for those figures     While these units operate even when outdoor temperatures are Thirteen degrees Fahrenheit or Twenty Five degrees Celsius their heating output is reduced to almost half of its rated capacity and their energy efficiency falls to one third of its rated performance at that temperature    In addition to their low cost compared to conventional split heat pumps packaged window heat pumps meet heating and cooling needs with lower energy demands and costs    But each window unit serves just one room while a more common split unit can serve multiple rooms    Packaged window heat pumps are easy and inexpensive to install and offer all in one heating and cooling options for apartments and older homes with higher energy efficiency performance than traditional systems    Their main limitations include their low capacities and reduced energy efficiency in extremely cold climates or conditions
